About the Position
The consultant will be responsible for evaluating the performance and results of the One Health projects in Niger and DRC, specifically focusing on community resilience to health and environmental risks. This includes assessing the overall performance against defined criteria (relevance, coherence, efficiency, effectiveness, impact, and sustainability), measuring observed changes among beneficiaries, and analyzing the integration of cross-cutting dimensions like gender, environment, and community participation. A key aspect will be identifying best practices and lessons learned, formulating operational recommendations for future interventions, and evaluating accountability towards the populations served. The evaluation will also involve a comparative analysis of the intervention model used in both countries.
Eligibility

- At least 5 years of experience in project evaluation, preferably in the health sector with a One Health or integrated health approach.
- Proven experience with qualitative, innovative, and participatory evaluation methods (semi-structured interviews, focus groups, observation, workshops, visual tools).
- Experience integrating gender and power dynamics into evaluations, including data collection and analysis, and consulting marginalized groups.
- Experience implementing rigorous ethical procedures (informed consent, confidentiality, 'do no harm' principle, safeguarding).
- Experience in the intervention countries (Niger and/or DRC) is highly valued, especially for teams including national experts.
- A valid certificate in humanitarian or development project evaluation techniques, or affiliation with a recognized evaluation expert association, is a plus.
- Training or proven expertise in gender, human rights, research ethics, or participatory approaches is appreciated.
- Excellent command of French is required; knowledge of local languages is an asset.
- Experience working with or within an international association, particularly in the One Health domain, is beneficial.
- Knowledge of the intervention countries' context is an asset.
